NOVEMBER 18, 2020 AN INTERNATIONAL ROUND TABLE WAS HELD ON THE TOPIC: ANTI-CORRUPTION MEASURES IN THE REGULATION AND CONDUCT OF PUBLIC PROCUREMENT

The training center of the Ministry of Finance of the Kyrgyz Republic informs that on the eve of the International anti-corruption day, together with the higher school of Economics (Russia, Perm) AND the British company Crown Agents, an international round table was held on November 18, 2020 on the topic: "anti-Corruption measures in the regulation and conduct of public procurement". The round table is dedicated to "2020-the cross year of the Kyrgyz Republic and the Russian Federation".

The purpose of this round table: practical discussion of international and regional experience in anti-corruption regulation of public procurement and implementation of anti-corruption measures in procurement.

The following issues were discussed at the round table:

  • international experience of great Britain and Kazakhstan was revealed by Larisa Kokareva, regional Manager for Central Asia, Crown Agents (great Britain);
  • scoping report on monitoring results of purchases of the Ministry of Finance of the Russian Federation said Elena Shadrina, Ph. D., associate Professor, faculty of Economics, management and business Informatics of the HSE-Perm (Russian Federation);
  • the process of public procurement of the Kyrgyz Republic and the risks associated with this process were highlighted by Nurida Baizakova, Director Of the Department of public procurement under the Ministry of Finance of the Kyrgyz Republic;
  • the Experience of the Republic of Uzbekistan in implementing anti-corruption measures in public procurement was disclosed by Mukhammaddier Matchanov, chief specialist of the Ministry of Finance of Uzbekistan.

The round table was moderated by Erke Turdumambetova, PhD, associate Professor, Director of the Training center of the Ministry of Finance of the Kyrgyz REPUBLIC.

Special attention was paid to anti-corruption mechanisms in public procurement:

  • Development and implementation of state programs;
  • National or regional automated procurement systems;
  • Plans-schedules of purchases;
  • Rationing (requirements for products, rationing costs for ensuring the functions of state and municipal bodies);
  • Public discussion of purchases;
  • Centralization of procurement;
  • Determining the initial maximum contract price;
  • Creating standard documents;
  • Regulation of small-volume purchases;
  • Methodological support in the field of procurement;
  • monitoring and control in the field of procurement;
  • Professional training and support for purchasing specialists;
  • Modern standards and rules for combating corruption in the field of procurement;
  • The development of databases and working with data;
  • To ensure the maximum transparency of the procurement;
  • The control of risks in political decision-making;
  • Methodological and consulting support for customers and entrepreneurs;
  • Promotion of good faith pacts, etc.

The international round table was productive and interesting, with a total of 55 participants from 4 countries: Uzbekistan, Kyrgyzstan, Russia and the UK.
